Legislative update – Terry Gilgore & Jed Arnold
Terry Gilgore
Delegate Terry G. Kilgore has been a member of the Virginia House of Delegates, representing the citizens of the 1st legislative district, since he was first elected in 1993. As Delegate, Terry represents Scott and Lee Counties, part of Wise County, and the City of Norton. In 2022, Terry was elected to serve as the House Majority Leader. He also serves as a member of the House Committees on Courts of Justice, Commerce and Energy, and Rules. He is the Vice Chair of the Commerce and Energy Committee.
Terry serves on various boards and organizations in the Commonwealth, including the Tobacco Region Revitalization Commission, the Coal and Energy Commission, and the Southwest Virginia Health Authority. He also serves on the Appalachian Region Interstate Compact Commission, Southwest Virginia Cultural Heritage Foundation, Southwest Virginia Higher Education Center and the Southwest Virginia Public Education Consortium.
Terry and his wife, Debbie, reside in Gate City, Virginia in Scott County. They have two grown children, Kayla and Kyle. They also recently welcomed their first grandchild, Nola. He practices law in Gate City and serves as the Rector of the Appalachian School of Law in Grundy, VA
Jonathan Edward โJedโ Arnold
Jonathan Edward โJedโ Arnold is an attorney with Kilgore Law Office, P.L.L.C., a general practice firm. Arnold represents clients throughout Southwest Virginia, primarily in the 27th and 28th Judicial Circuits. He is a graduate of the Appalachian School of Law and Radford University. In 2023, he was elected to the Virginia House of Delegates. He is currently in his second term and represents the 46th House District (Grayson, Smyth, Pulaski (part) and Wythe counties). Arnold serves on the House Courts of Justice and General Laws standing committees.
In 2024, the Speaker of the House appointed him to serve on the Virginia Tobacco Region Revitalization Commission, the Cannabis Oversight Commission, and the Department of Corrections Oversight Commission. His office is in Marion. He resides in Saltville with his wife, Melanie, and their son, Jack.

Bruce logs thousands of miles each to year traveling between the courthouses of the Western end of the Commonwealth. He thinks of himself as the modern evolution of the โVirginia Country Lawyer,โ and his successful general practice encompasses criminal defense, traffic citations ranging from speeding tickets to DUI, domestic relations, plaintiffโs litigation including personal injury, and whatever other wrongs cry out for redress on a given day.

The Honorable Michael Lee Moore
Michael Moore graduated from UVA in 1982, William and Mary Law in 1986. Elected Commonwealthโs Attorney for Russell County in 1992. Appointed to the Juvenile Court Bench for the 29th Judicial District in October of 1994. Appointed to Circuit Court Bench in 2022 for the 29th Circuit. Previous member of the Sentencing Commission and the Executive Committee for the Judicial Conference of Virginia.

Travis is a graduate of Virginia Tech and the University of Tennessee College of Law. Following law school, he served as law clerk to Senior U.S. District Judge Glen M. Williams in Abingdon. He practiced in Tennessee for a number of years before returning to Roanoke, where he specializes in trust and estate litigation at the Gentry Locke law firm.
He is admitted in Virginia, Tennessee, and the Cherokee Nation.

Robert M. Galumbeck is the senior partner in the law firm of Galumbeck Stiltner & Gillespie, Attorneys, with office in Tazewell, Virginia. Mr. Galumbeck is a 1973 graduate of the University of Virginia and obtained his J.D., in 1976, at the Marshall Wythe School of Law at the College of William and Mary. He has served as Commonwealthโs Attorney and as County in the areas of family law and criminal law. He has previously served as a member of the Board of Governors of the Virginia Trial Lawyers and as chair of the Virginia State Bar Disciplinary Committee for the Tenth District (Section II). He has previously been recognized in the fields of family law and criminal law as one of Virginiaโs โLegal Eliteโ by Virginia Business magazine and has been recognized as one of Virginiaโs โSuper Lawyersโ by Virginia Super Lawyers magazine for more than a decade, including 2024. He is listed in Martindal Hubbleโs Bar Register of Preeminent Lawyers with an AV rating. Mr. Galumbeck has been a contributor and lecturer for continuing legal education courses for lawyers in Charlottesville, Roanoke, Richmond, Abingdon and Williamsburg in the fields of Criminal Defense (emphasis on Driving While Intoxicated), Family Law and Small Law Firm Practice.
Since 2017, Mr. Galumbeck has been a regular presenter on numerous subjects at the Annual criminal cases in Southwest Virginia. He, also, has a large number of published and unpublished opinions from the Virginia Supreme Court and the Virginia Court of Appeals.
He is a fellow of the American College of Trial lawyers. In 2012, Mr. Galumbeck was recognized by Virginia Lawyersโ Weekly as a Virginia Leader in the law. In 2022, Mr. Galumbeck was inducted into the Virginia Lawyers Hall of Fame. He has now been practicing law in Tazewell and Southwest Virginia for 48 years. He has been named as one of Virginiaโs Top 100 Criminal Law Attorneys by Americaโs Top 100 (a non-paid award). He, also, has a large number of published and unpublished opinions from the Virginia appellate courts, including the following: Covenant Coal, Corp v. Tom Scott
Tom Scott is a 1974 graduate of Hampden-Sydney College with a B.A. in Government and Political Science. He graduated from the T. C. Williams School of Law at the University of Richmond with a J.D. in 1976. Mr. Scott is a Fellow of the American College of Trial Lawyers, and former Chairman of the
Virginia State Bar Disciplinary Board.
Mr. Scott is a senior partner at the Street Law Firm in Grundy, Virginia where he has practiced for 42 years. Mr. Scott was selected in 2020 to the Virginia Lawyers Hall of Fame and selected in 2021 to Super Lawyers. In addition to his law practice, Mr. Scott joined the full-time faculty at the Appalachian School of Law in 2005.
